Tallahassee has never taken a direct hit from a major hurricane’s eyewall — and the region still loses power, roads, and roofs to falling trees almost every storm season. The common thread across four decades of events isn’t wind alone; it’s wind moving through one of the densest urban tree canopies in the country, most of it tangled directly into the overhead power grid.

Peak customers without power for five storms that hit Tallahassee/Leon County between 2016 and 2024. The pattern goes back further than any of these named storms. Hurricane Kate flattened power service across 90% of the city in November 1985, and thousands of trees came down with it — decades before anyone was tracking storms with a hashtag. Tallahassee and Leon County were later recognized as the nation’s first “Hurricane Strong Community” after the coordinated Hurricane Michael response in 2018, a designation built directly on lessons learned from repeated tree-driven outages in Kate, Hermine, and Irma.

What the Research Says About Which Trees Actually Fail

University of Florida/IFAS researchers have measured tree survival after 10 hurricanes since Hurricane Andrew in 1992, covering more than 150 urban tree species. Their core finding: the higher the sustained wind speed, the more of the urban forest is lost — but species, age, health, and rooting space all shift where a given tree falls on that curve.

Across the 10 hurricanes UF/IFAS researchers studied, measured urban forest loss (trees fallen or leaning past 45 degrees) ranged from 11% in Hurricane Erin to 38% in Hurricane Andrew — rising with sustained wind speed, but also shaped by tree health, soil conditions, and canopy density. Pensacola’s older, denser canopy suffered considerably more damage than Miami’s younger, thinner one at comparable wind speeds — a finding that maps directly onto Tallahassee, whose canopy is both older and denser than most Florida cities.

The same research names names for north Florida specifically: laurel oak and water oak sit in UF/IFAS’s lowest wind-resistance tier, alongside sand pine and pecan, with a direct recommendation that over-mature specimens of these species be removed before a storm forces the issue. Live oak, by contrast, sits in the highest wind-resistance tier — strong wood, a tendency to shed leaves rather than break branches in high wind, and (in north Florida) some of the best hurricane survival of any species UF/IFAS measured. Rooting space matters just as much as species: in the Hurricane Georges study, trees with more than 75 square feet of soil space survived at a 91% rate, versus 64% for trees confined to less than 39 square feet — a direct argument for why a legacy oak in an open yard often outlasts a same-age oak boxed in by pavement.

Tallahassee’s tree canopy is a genuine civic asset — the City’s Urban Forest Master Plan puts its annual value at intercepting more than 550 million gallons of stormwater and removing well over a million pounds of air pollutants each year, on top of the shade, property-value, and quality-of-life benefits residents consistently cite as a reason they live here. But the same plan is candid about the trade-off: more than half of Tallahassee’s public trees are rated low or medium-low wind resistance, canopy cover has already declined from 61% to 55% since the mid-1980s even as storm frequency trends up, and 74% of all canopy sits on private land the city has no direct authority to inspect or maintain.
